Directorate of Information Technology and Communication, Government of Manipur is implementing various number of projects in the State. Among those projects, RoW Manipur is also one of the project implemented by the Directorate of Information Technology and Communication, Govt. of Manipur.
Manipur being one of the State with hilly terrain, availability of connectivity to every village is one of the utmost engagements so as to achieve 85% of State with 4G Connectivity by 2022. Getting better telecom/High-Speed Internet Connectivity in Manipur is imperative for the all-round development of the state. The formation of “Manipur Right of Way (RoW) Policy, 2019 for Mobile Towers, OFC and Telecom Infrastructure” ease the implementation of overground (Mobile Towers) and underground (OFC) infrastructure establishments in the state and simplify the whole process of applying, approval and installation of the infrastructure across the state to provide a network through OFC to each and every house up to remote Villages/Gram Panchayats.
A comprehensive end-to-end digital transition of these Guidelines has been proposed with a Single Window Clearance System “Telecom Infrastructure Facilitation and Management System (TIFMS)” for the applicant telecom licensees as well as the application processing government stakeholders in the district. Moreover, this system ushers a 360-degree transparency at the State Level Government Stakeholders for monitoring the status of RoW applications processing in the districts even at granular levels thus bringing in clarity and effectiveness in the whole process and enhancing the Broadband Readiness Index (BRI) as an outcome.
“Telecom Infrastructure Facilitation and Management System (TIFMS)”, Manipur aims to achieve the following objectives:
- Streamline the process of application and grant of permission for installation of Mobile Tower, laying of OFC, In-Building solutions and other telecom infrastructures within the specified timeline as defined in “Manipur Mobile Towers, OFC and related Telecom Infrastructure Policy, 2019”.
- Implementation of common telecom approach across the State for the issue of permit and regulatory management of the infrastructure in the State.
- Encourage the development of Telecommunications networks in remote and hilly areas of Manipur.
- Establish modern telecommunication infrastructure to provide high-speed internet in Gram Panchayats/Villages.
- Reducing the physical movement of documents among various offices to get the Telecom infrastructure installation permit and its renewal.
- Paying the one-time Telecom Infrastructure Installation permit fees, usage fees and renewal fees electronically through TIFMS or any other Payment Gateway.
- Submission of grievances/disputes by the applicant/public and redressal of the same through the single window clearance system which can be escalated with a timeline.
- A complete workflow-based system with the involvement of multiple levels of authority & access rights as per their defined role in the Single window clearance system.
- Online authentication of the document from the system through digital signature.
- An appeal can be filed before 2nd appellate authorities if the applicant is not satisfied with the decision of the 1st appellate authority. If the applicant is not satisfied with the decision of the 2nd Appellate authority, s(he) can appeal to the authority defined nominated by the Govt. of India. The system can forward the detailed information through e-mail to the representative if required.
- Updating the status of DTC as formed or not, defined process for approved District/State action plan and displaying the status of the number of towers and other telecom infrastructure deployed by different IPs and TSPs in the State for public information.
- Generation of exclusive MIS report.
